What is the real question?  Which blood test result are you trying to figure out?

.39k/microliter for eosinophil reading. I know it's within range for the absolute but my percentage was around 10%. I read that CEL leukemia was over 1.5x10^9 per liter and got me freaking out due to my eosinophils consistently being high or at the upper end of normal. Another thing to get my anxiety up. Probably no reason for it but now it's in my head and screwing with it.

My experience has been that you don't get subtle signs of leukemia. Bouncing around normal with some minor above normal readings is more indicative of your overall blood system trying to recover. Did they do cytogenetic test and confirm presence of Philadelphia chromosome? If yes then I wouldn't focus much on CEL. You have enough to think about try not to let your mind wander to things that probably aren't there.

"A pint's a pound the world around".  That's even worse than calling something a "World Series" when no-one else plays your sport!

A pint's a pound only in those places that use the US pint.  In the UK, and anywhere else in the commonwealth that hasn't gone fully metric, they use the Imperial pint which weighs 20 oz.

Yes, the Philadelphia chromosome was verified and I'm down to .02 PCR reading on Gleevec.

Absolute numbers define normal.  Percentage blood counts are usually misleading with diseases like CML, just like "a pint's a pound the world around" is misleading.
